Paypal says I have added a new email to my acct.

This happened in January, (computer was wiped out), now I am getting more Emails like this. I called paypal, and they said to change my password. I tried to put in new password, but couldn't get into my acct. with the new or the old password. I tried to tell them I want to cancel, but they kept trying to make me to try another password. That didn't work either. Can these warped people who are doing these things get into my account?
