I need your tips

Seattle Burbs, WA(Zone 8b)

Doc is a Jack Russell Terrier. He is 3. When he had his nummies cut, he got an iv in his front right leg. His neuter was in September of 2005. It has been 6 months and he can not leave that leg alone.

It was at first, like you can imagine, just a needle puncture in his leg. But he had begun to lick it and lick it until it had become a wound. I took him back to the vet for his check up and also to ask why he kept licking this wound and it was becoming larger. The vet advised us to adhere a solid body deoderant to it. That would cause a distaste, and the dog would not lick it.

Well, guess what, he licked it even MORE. For a while, I scolded him (because I was home and could monitor him) and he stopped. It became a tiny scab and I thought all was over. Then soon after, he kept licking it like a hobby and now it has become this fully infested wound that he just will not leave alone. I have tried spraying it with Bactine, I've tried wrapping it (he rips it off), and scolding him. I'm at home with him all day again, it doesn't matter. When I leave the house and come back, the would is alive and festering and disgusting. My husband says put the muzzle on him, but I'm not so sure that will work. It DOES work for us in order to cut his toenails. But even in the muzzle, he can stick a little bit of tounge out. Sounds funny, I know, but imagine my situation!

I'm at a loss, can anyone help me with Doc. Here is a photo of his leg.
