I think the mugwort you're looking for is Sweet Annie, Artemisia annua, an Annual Herb.

Common Names: Wormwood
Height, 36 - 60 inches.
Propagation: By seed at 70°F, requires light to germinate. Will self-sow if you let it go to seed (ill advised).
Cultivation: Full sun in average soil.
Disease: Aphids love this plant.
Harvest: Cut Sweet Annie before flowers open.
Drying: Hang Sweet Annie upside down in dry, dark, open, airy place.
Uses: Sweet Annie is a excellent dried flower filler. Used extensively as a dried flower wreath and swag base. Or in cotton tea bags as a moth deterant. Combine with Lavender, Southernwood, Wormwood, and Rosemary (for an anti-moth sachet)
Sweet Annie is an excellent deer deterrent grow it as a hedge for that reason at the rear of your property.

Yelp I still want it and if its a deer deterant thats even better as construction has caused a real deer problem here. They ate everything I had with in 2 weeks last year. Even squash plants that have fuzzy leaves and torn down my tomato cages to get to the tomato plants.. My neighbor called me at work one morning just at 6:00 AM and said she counted 15 deer standing in my garden.
I hate the smell of moth balls so someone said to try it.
