Cat licensing in your town?

Calgary, AB(Zone 3a)

This is a curiousity question. Our city council is debating a cat licensing bylaw.There are a lot of pros and cons being thrown about. The head of a cat rescue group says it doesnt work in those Cdn cities that have it. We have about 100,000 cats in the city. There are somewhere close to 9000 cats taken in to the Humane Society last year and only about 17 percent had ID so most could not be returned to owners and thousands were put down.This happens every year. We do already have a bylaw that says cats must not be loose outside your own yard - but if they are and you consider them a nuisance they can be trapped by you and turned in to the city. You have to do all the work though! Licensing is expected to reduce the number of cats in the shelters and increase the number who can be returned to their owners or so 'they' say.
I have 2 cats but they never go outside so for once in my life if they pass this bylaw I would probably not license my cats.
Do you have similar by laws or licensing in your town? Does it work?
