ear infection?

one of my dogs keeps shaking her head every 5 minutes all the sudden. Kinda like when they come out of the water and try to shake the water off that got in the ears. I already looked inside but can't see anything. She now also starts scratching with her paws. What could it be? What can I do? Any ideas please?
