I need to transplant 2 fairly young plants (planted last summer). Is it better to transplant them now, while their growth is slow, or wait until they pick up, in the Spring?

What is your weather like right now? It's sure been funky up here!
The weather is fairly mild, temps in the 60s-70s every day. Some nights get into the 40s. I'm told that the danger of frost here isn't over until the end of Feb., but we've only had 1 or 2 mornings so far with frost on the windshiled.
Most of the hibiscus here aren't doing much, although I have 2 Yellow Wings that keep pumping out flowers. I don't think the hibiscus are dormant, but most of then seem to be taking a rest.
5 still don't know whether to transplant now, when things are slow, or in a few weeks, when plants become more active.
