Pelleted seeds?

I purchased some seeds at Lowe's. The package says pelleted seeds. The envolope has white round balls. I'm sure the seeds are inside but what is the reason?

probably due to size of seed so you can see what you are planting. i know petunias and some smaller seeds are done this way. i really dont know but i believe this is the reason.

This is indeed the reason, it also helps commercial growers to use automatic sowing machines with very small seeds or seeds with an uneven shape.

Isn't it also a pretreatment?...like a fungicide to help prevent damping off, and ensure better germination rates?

Yes indeed, pelleted seed is often treated with a fungicide and/or a germination stimulating hormone, and some even contain a weak fertilizer. This is one reason why pelleted seed should not be handled with bare hands.
