Bat-Faced Flowers

Last spring I planted some bat-Faced flowers and they bloomed till frost and attracted many. butterflies. But I want to move them. When is the best time to dig them up?

I moved mine in November, but we're warmer than you. I would think March should be good, it's warming up but not too hot yet.
When I moved mine, I cut them back by half and watered them good for the first month. Now they're putting out new growth.
