My cannas usually go dormant in the winter, but haven't this year due to mild temperatures. Should I cut the foliage down to the ground so that the plants sprout new leaves?

That is what I am doing. While my cannas have taken a bit of a hit, some parts are still green. I am cutting mine down to the ground as I usually do.
Same here, this freaky weather is conufusing all my plants. I cut back the cannas last week and they are already sending up new shoots - these will surely be hurt if and when we do get any cold weather.
Is there a best time to do this? Maybe I'll do it sometime this week.
I'm having the same problem with my leaves as Rylaff. The leaves are still there, but we've had a lot of winter storms, so they are looking kind of tattered. I don't think those are the leaves I want them to have over the summer!
I cut off all the old growth last weekend. I left the new sprouts. Ours rarely go dormant here and some of mine are still blooming.
