Need some advice.

I have some hardy hibiscus seed I plan to start inside and set outside later on in the spring. When should I plant them so they don't get too tall before they're ready to set out? Any other advice, tips?

I plant my seed at the same time as the tomato seed, in flats. Then pot up the seedlings a week after they go out to the cold frame. They are very easy, with a strong root system.
