ActiveX controls?

I often get this popup- "An ActiveX control on this page is not safe. Your current security settings prohibit running unsafe controls on this page. As a result this page may not display as intended."
I usually click "OK" and move on, but the popups are getting annoying.

Where do I go to adjust this and what are the recommended settings?

Windows XP using IE (I know folks will recommend a different browser but please just help me fine tune this one).
