opinions on 2 level benches Please!

I am building a gh. 12 x 10. I like the 2x4's with fencing over it. But would it be good to have a 2 level bench with the top one shorter than the bottom level? I am wondering if enough sun will get to the plants on the 2nd level and plants on the floor. Any advice would be sooo helpful.
