have a raised garden-bed with concrete sides. Next year I would like to plant vines that would trail AND fill in well.

Trailing vines
I grew my own Black-Eyed Susan Vines from seed this year. I had them in both my flower beds and a couple pots, both growing on trellis'. One in particular filled in a trellis that was 5 feet across. They grow like nuts, really. They would, of course, trail if you wanted too. I ordered some seeds from Parks this year called Cypress Vine Mix. They also are supposed to have the same trailing tendencies, but the flowers are multicolored and star-shaped with fern like foligae. Of course there is the good ole' trailing Lobelia too

No, I think you can get Cypress Vine in other nurseries too, Joan. I just happened to be ordering some stuff from Parks when I them; I wanted to try it. Sure looks pretty. The foliage is kinda feather like foliage with pretty little star shaped multi-colored flowers. Parks is out of South Carolina. I ordered some Silver Wave Petunias last spring from them after Darrell from NB told me about them. I was pleased with them and wanted to order some for next year. I ended up getting a whole whack of seeds. :)
depending on the height of your raised beds i would recommend dichondra silver falls; one of my favourite well behaved and elegant trailers
I wintered over a pot that had dicondra in it and noticed these little balls close to the stem in the spring. It had never had any flowers that I noticed, but these seeds grew little seedlings, so you could have lots of plants.
I have been told that in certain climes (not ours to be sure) it can be quite a nuisance.
