problems with Aol instant messanger

I would say my problems are my telephone line , it has a heck of alot of static in the lines, hard to hear sometimes, the problem is bad today, but I've been able to get on line and get on Daves and other internet sites. Just can't complete the confirmation for the aol instant messanger. Would you take a look at the link I posted and see if you can give me some advice on how to contact them with the problem i'm having.
