??? does anyone know alot about Boxers and their agression??

I have a question sounds funny I know. My neighbors to the right have a Boxer and they walk him everyday and keep all others away and warn people and their dogs to walk far from him.Very responsible neighbor.
My neighbors to the right have gotten a Boxer and he is about 7 months old now. They tie him to the tree out front with a 50 foot lease enough to get somewhat into my yard. He will run to get to someone or something so hard he yanks his collar (to the point of choking and pulling all his feet off the ground) but this does not stop him he still does it. I have a new puppy and a large front yard but she wants to run to him and I feel it is too risky seeing how the dog seems very aggressive like the other Boxer.Is it odd for me to be so concerned by the dog's agressive behavior?
I am a dog person and this dog scares me! He seems unpredictable at best!
My dog Opus 85# always tries to head off the puppy and block her from the Boxer but I have noticed she is fast and I cannot catch her in time if she ran to this dog. I know (or suspect) Opus would protect her to no end but it has become a scary situation.
My questions to those who may know since the Boxer are...
1. is it a good idea to have him tied up like that
2. Is'nt it (or am I wrong) gonna enforce this nature in the dog to tie him up like that at arms length from what he wants to do
3. Should I ask the neighbor to do something about the dog or is that out of line
4. should I fear this type of behavior in a Boxer since I am not familiar with the breed
My puppy is 5 # and I put this very strong Boxer at about 50# and as I said I think Opus would protect "Skillet" but at what costs????
