Lawn help..

southwestern, IA(Zone 5a)

Our lawn is rather small and has as much clover and dandelion as it does grass. We are ready to till it up level it out and plant new seed. Before attempting this I have many questions and I hope you can help. First of all let me give you some basic info. One side is almost all shade and the other side gets quite a bit of sun. The sides are divided by the sidewalk to the front door.
Do we need to put anything down first to kill the weeds or can we just take the top layer off and then till it before planting grass seed? Then once this is accomplished do we want to do it this fall or early spring? I know that I probablly have to give you much more info than this but I am really clueless here. Any help will be greatly appreciated.
