This may seem like a dumn question...are there rules for mailing live plants. I have check USDA and USPS and can't find anything. I heard each state has there on regulations. If anyone knows where I can find this info for GA I would greatly appreciate it.
I asked in this forum as I know you all are experts on the subject.
Also, any advice on how to pack well would be great.

I've found that it depends on the post office you use. When I started mailing plants and bulbs this spring I was honest when they asked the standard questions (is there anything liquid, hazardous, or perishable?) and the first couple of boxes went out without problem. But some of the workers looked up the regulations and the next time I went to mail some they showed me the book that said they were not to send plant material in the mail unless it is certified pest and disease free by the appropriate gov. agency. They said if I had bought the plants from a mail order source or Lowes, etc., I could ship, but not if I grew them. I just started using another post office and they've never said anything. UPS and Fedex will ship them, no questions asked, and for larger boxes Fedex ground is cheaper than priority mail.
