Need help formatting memory card

Hi,
My mom has bought an embroidery machine that takes a memory card inside an adapter.

Now herein lies the problem. The company that makes the embroidery machine is telling her that before she uses the card, she must put the card in her reader (Dazzle 6 in 1 reader) and format it. They tell her to find the drive letter of her reader, right click and choose FORMAT.
Then select FAT (Not FAT 16 or FAT 32). Only problem is, when you do this in WIN98, you do not get the choice to select FAT's. I believe those instructions are for WINXP which she does not have, nor does she know anyone near her with it. So can someone tell me how to do this in WIN98?
