I also have these large towers on my plants. Do they cause the plant to not spread? Should I be cutting them down? I have a garden with ABSOLUTE full sun and would like to know other types of plants that will thrive in this condition.

Those are not Echeveria elegans, or even Echeverias.. Those are Sempervivums. Flowers all wrong for any Echeveria species, and typical of a Sempervivum.

OK - - -but I still don't know if the towers need to be cut down and if there are other plants which would do well in my absolute full sun garden. Any suggestions?

Those individuals that are flowering now are giving their 'all' so to speak (last beautiful gasp before dying). I am assuming the 'towers' you are referring to are the flowers? You may need to weed those individuals out once they turn brown and die, though if left long enough, others will grow over them and basically 'bury' them. Sempervivums are monocarpic (die after flowering) which Echeverias are not. But the great thing about Sempervivums is they can grow great in your climate (while Echeverias could not), and they sucker much more prolifically, so the few that die are not all the significant in the over all picture. Unfortunately I don't know too much about other plants that grow in your zone, but I am sure there are many others that do know.

Thanks for your help! You are right - - the flowering towers are turning brown but the "chick" part of the plant is spreading. I will keep experimenting with different plants. It has taken me a while to come to terms that even though I don't live in a desert zone per se, these are the types of plants that work best in this garden.
