Sort of looks like a cross between a bee and a moth!! Does anyone know it's name?

Nope, can't be a cicada.....the eyes aren't far enough apart. But what it IS, stumps me too. Hopefully Ken will be able to lend a hand here.

I can only see one pair of wings, so I think it is a fly. It could be one of the Horse Flies in the family Tabanidae, possibly one of these Tabanus species http://bugguide.net/node/view/11450/bgimage?from=24

The wings and the head look like it but the bottom doesn't. Maybe it is a female.
