I bought from FLA Colors and that's who I was recommending.
I bought one from http://www.mauiplumeriagardens.com/ and I must say that it was just as described, huge & super healthy. I've also bought from the Ebay sellers and highly recommend are; mups03 (aka mauiplumeriagardens), plumeriaguy, ncasselberryfla, 1000blooms, & Triciabug2003.
Another good eBay seller is Hawaiisandy. She is the daughter-in-law of Jim Little. All the cuttings I have purchased from her have been thick, healthy, and multi-tipped. They also rooted really well.

Jim Little is a giant in the plumeria business and has a business but no web site. He sends out a published list each year. His address is: Jim Little Nursery & Farms, P.O. Box 744, Haleiwa, Hawaii 96712 His daughter-in-law, Sandy Lavarias, known as HawaiiSandy on eBay, sells only her father-in-law's cultivars. They are both highly reputable and highly respected.
Ebay is a good source of plumerias, but there are good and bad sellers there, of course, and the only way to tell the good ones apart from the bad ones is word of mouth, I guess, and from their feedback.
