not sure what you would call this, so jalapeno relish sounds good, lol. We were at a bbq this past weekend and Kat made this. It was so good and so easy. It sounds gross, but its worth a try.
1 jar of jalapeno slices

drain the jalapenos. once drained, dice them in to small pieces. start layering them back in the orginal jar, alternating layers of jalapenos and sugar.
put the lid back on and shake it. after a day or so, the sugar will be completely disolved. the more you turn the jar the quicker it disolves.
take a block of room temp cream cheese and pour some of the jalapeno relish on it (make sure you get a pool of the syrup) eat with ritz or club crackers.
