Your cycad is putting out a set of new leaves .... It looks like Its wanting a bit more sun... the leaves will be scragley

I agree with skill.....I've had them in my yard....but they do need light...a lot...

it is called elongation. when a plant needs more sunlight, its leaves will elongate in order to increase their suface area in order th catch more light
