need suggestions for problem planting spot

Hi all,

We live on a corner lot, anchored by a 75' blue spruce. The "street" side of the corner (pictured) desperately needs landscaping. Right now it's grass and weeds. I've been ignoring it for years because I don't see it from the house (out of sight, out of mind ;-)

Here are the specs and requirements:
The area slopes and thus drains quickly and is about 10' by 10'
The area gets eastern exposure, more than 1/2 day sun
The planting area is underneath a large established tree - thus faces root competition
The edges of the area are often "scraped" by sidewalk snow-removal plows in the winter
We want to make the area nice, but don't want to install a bench there

Please - any and all suggestions are welcome!
