Can't get pictures to download

Hey Guys I can't seem to get my pic files to download to the forums. I just keep getting the "site can't be found" white page. I use IE and have JASC or Dell pic studio and the pics are located in my photos. Oh and it takes FOREVER to even get the go back page!!

What am I doing wrong. I'll link with any computer mastermind that wants to check out my settings. HELP
