In light of new knowledge, since 9 months ago....
I am pretty sure it's Opuntia pilifera instead.
There was one growing at my local botanical garden.
It also looks just like the images in my book and on the net.

Personally, I would defer to Xenomorph in every situation where there is a cactus identification controversy.

those of other plants, one of which is in a different garden... all labeled as O phaeacantha. Whether any or all are REALLY O phaeacantha, I am not going to argue either way.
