Creeping phlox is not a heavy feeder...in fact, too much fertilizer will decrease blooms (especially nitrogen). This plant was only 5 inches across when placed here the year before, and the soil is nothing special.
The real secret to lots of blooms is enough sun and a good shearing after it blooms. The trimming forces it to make lots of new growth, on which it will set flower buds later. It helps to keep it watered during times of drought.
