. . . those unchecked Startup items permanently after deleting their corresponding files from the harddrive?
They just clutter up the works.

I am running on Win98 and was able to dete the 'Wintools' folder nicely without having to resort to one of the many programs advertised on the Internet. Remember DOS? I hear that anything later than Win98 doesn't offer that luxury; nah nah nananah.
