I think it looks more of a Purple than Blue because of the Black in the star. It is purple close to the Black star and the rest is a nice blue.

The reflexed pedicel to the lower left of the flower shows this to be Ipomoea purpurea and not Ipomoea nil...Additionally the name 'Midnight Velvet' this is a relatively recent marketing strategy to re-package one of the most common old Ipomoea purpureas...

Willowwasp, do you concur with Ron's assessment that this should be categorised as I. purpurea, and that it is not a distinct cultivar? It doesn't appear to be used (commercially) anywhere other than this entry within PlantFiles.
