Goats and fleas

Hi! I was hoping some of you could share some wisdom with me. I have 2 miniature goats who get fleas every summer. They don't bother the ducks, chicken, or the dog - just the goats (and the rabbits when we used to keep them). Is the spot-on treatment the best way to deal with this or is there a better way?

Are there biological controls for fleas? I use fly predators for flies around the horse manure, chicken coop, and dog's area and am trying biological controls for puncturevine and tumbleweed this year.

The spot-on products just don't seem to work very well for fleas - what do you all use? Thanks in advance - Christie
