Clueless on Breeding: Female Shih tzu

Hi everyone,
Just wondering if anyone can help me with a question I have about my shih tzh. She has been in heat, and so far the first 10 days she was bleeding...now, it is the 12th day of her heat cycle and it's turned clear??? Does this mean she's ovulating?? I mean she is waving her tail but the other dog two days ago wouldnt do anything???? Anyone have a clue?
