How do you do a CD ROM?

I'm planning to enter a juried show and it requires either individual slides of the works entered or a CD ROM. I assume that a CD ROM is different from just a CD in that it has a piece of the program on it so the pictures can be viewed by someone who doesn't necessarily have the same program? How do I do this.

Sorry, I'm just good with what I know, and everything else is magic as far as I'm concerned! LOL
