A future feral colony?

I was talking to one of my neighbor's down the street about the Doberman. He told me that his neighbor had moved and left 5 cats -2 mama cats and 3 babies and would I help him catch them? One mom has a stub tail and so does one of the kittens. The neighbor says he called animal control, but they will not come get them! I am going to call and ask them if they'll at least loan him a trap so he can bring them in. 2 of the kittens are friendly, but the rest run off. He said he started feeding them to see if he could catch them. He said that when they went in heat lots of cats he'd never seen before came out.......
