Is this Scale?

Anybody have any idea what this white stuff is on my Hibiscus? You can scrape it off with your fingernail or knife but it comes back. I only notice it the other day and tried to wipe it off only to find it back the next day. what is it????? Almost all the leaves have dropped off this one to

Maybe it is some kind of mold or mildew? I've never seen anything like it.

Thats what I thought at first and I guess it could be. Wonder what is the best thing to do to it? Any ideas?

Hmm, maybe a houseplant spray for powdery mildew? Other than leaf drop, does the plant act healthy? Maybe the soil is too moist, allowing this to grow. I think somebody in Propagation said that watering with a hydrogen peroxide mix will kill fungus. Maybe try that.

You might also try some baking soda and water. I have used it for mildew and mold and it usually works.
