Please help with scanning large document

My Mom has worked for the past 10 years on our family history and we have two books documenting our ancestry. They were printed several years ago and now we are about out of them.

She does not want to do a second printing, because she'll never get rid of all of the copies in her lifetime that the minimum order requires.

I suggested that we put the books on a cd and whenever there is a request for one, she could just send the cd.She was thrilled that it would be possible to send a copy to all of the libraries in the state of KY for just a fraction of the cost. It would also be a 'living document' that could be modified with just a mouse click if new information showed up.

Now that I've opened this little can of worms...how do I do it? She thinks my uncle still has the rough copy (loose pages) that was sent to the printer. Can we scan these pages in and make the books that way?

There are individual chapters on each collateral family and unique stories that need to have a section. Can I make clickable chapters?

What program do I need to do this? The books are about 100 pages each.

Any help would be gratefully appreciated....I'm 'challenged' when it comes to this stuff.
