Is dried eucalyptus poisonous to dogs?

I have a friend who had a dried arrangement of eucalyptus(?)her Golden Retriever got it and might have eaten some! She had a very bad reaction to it. They are not 100% sure it was that plant. Does anyone know for sure if eucalyptus is poisonous. Thank you.
