I am a fairly new gardener and I am not sure how this forum works, but I would like to find either plants(preferably) or seeds of the Scarlet Flame Honeysuckle.

You could also try the vines forum and the plant trading forum. Sorry, I don't have any just trying to help you find some forums to post in.
