Need help with marking

This is Gilmore. He came to live with me about 6 months ago. A friend found him and couldn't find his owner. She couldn't find a home for him because he's older, toothless, and blind. He's very sweet. He seems to get around pretty well and enjoys playing. I'm still working on helping him to feel comfortable with being held and snuggling. He acts if he has been abused in the past.

We're experiencing a problem with marking. Gilmore is peeing on objects throughout the house. I have another male in the house, so I think that he's marking. When I'm not home, he stays in a cage and holds his urine for several hours without a problem. When I'm home, I always let him out every 2-3 hours, after he eats, when I let him out of the cage, and when he wakes up in the morning. When he's walking around the house, I follow him sometimes if I suspect that he's about to mark his territory. When I catch him, I tell him "no" in a stern voice (but not yelling) and take him outside. He has no problem telling me when he wants something (he stands in the middle of the room I'm in and barks), so I don't understand why he's peeing in the house. Sometimes, even 15 minutes after he comes in from outside, he marks. How can I encourage him not to mark in the house?
