It's this white stuff surrounding the stems on the bottom and working it's way up, and this thing is beyong sick.

Can you spray with a fungicide? It won't hurt and it might help.

They are native to where I live, and go dormant during the winter.
Could it be yours is just trying to go to sleep for a while, and the top die-back is normal?

I thought it might be going dormant, but this is the only passie with this white coating all over the stems, starting from the ground up, just wondering if it was normal

I don't know because I am not there to see it, but would assume all sorts of mold and such would begin to grow on growth that had been "let go" to die.
This foliage is allowed to die by the passiflora, to conserve energy for Spring. It should be cut off and burned in your chiminea, or tossed in the trash/compost.
I wouldn't leave it on the plant, so it doesn't contaminate it...
I would also dig down a bit in the soil and check the roots. If they look good and healthy, it is just dormant. If the roots are not looking good, then check for fungus and for fungus knats.

Kathy, P. Lutea is one of those that will die down to the ground in the winter, even in a greenhouse I believe. If it does die on you, don't throw it away, it will probably re-grow from the roots in the spring.
