...on a new cutting would you consider "big enough" before planting it outdoors? Probably an impossible question to answer but thought there might be a "guideline"....

I take cuttings all summer long and they remain outside to root and grow. I'd guess that for you, they could be out all the time, from the beginning.
After I asked the question, I thought it sounded silly, but waiting for the areas to be prepared I have rooted them in small pots albeit outside...but wondered if the root system needed to be a certain size before disturbing them again. They are so hardy it probably doesn't matter, really...they are going to grow, regardless!!!
