Herbs & spices buying question

Years ago I was the buyer for herbs and spices for our food co-op in Annapolis, MD. We bought in bulk and repackaged in smaller amounts, about what you get in the small bottles in the grocery stores for about 1/4 the price.

I was looking for bulk cloves yesterday to make pomanders, and got to wondering if I buy in bulk again and sell in small qtys. in my member store, how many might be interested? I know that many of the spices and herbs in my own pantry are old and need replacing, which can be SO expensive, esp. if I do it all at once.

Most bulk herbs and spices can be bought in just a single pound quantity, which is REALLY a lot. (Most herbs would fill a 3 pound coffee can.) I couldn't do that with vanilla beans as a pound is $661, but lesser amounts are available at still a good price.
