Designing a Sunken Garden or Lawn

I'm in love with old garden designs by Edna Walling.

I noticed a sunken lawn feature in many of her plans and wondered if incorporating that idea for a rose garden would require special drainage.
It's not like we get a lot of rain and I thought it possible a sunken garden would utilize any rain water we get.
Any thoughts on the subject?
