I live in Zone 9B, Florida very close to the water and most bulbs will not work here. Last Spring I took a chance on some From Dutch Gardens. I planted dahlias, dwarf cannas, chinese lanterns, Mexican Shell flowers. Due to circumstances beyond my control, they did not get very good care. They grew some pitiful foliage but that was about it. Now they have died back. Should I save them and begin watering next Spring? Also I had some Asiatic lilies tht did quite well and they still have green growth. Should I cut it back or leave it? Thanks so much...I'll learn!

You could keep them, they might have managed to save enough food to last them through winter although it might be an idea to dig a couple up to see if the tubers and bulbs look plump (if not don't bother trying to save them). Either way I'd be prepared to buy in a few more just to fill in the gaps.
As for the Asiatic lily we don't cut them back in our garden but as long as the foliage is dying down you can.
