Yukon, OK(Zone 7b)

I've been gardening for many years now, but when I started I used beds that we already established or containers. Now DH and I are planning to make a new bed. This bed will be about 64' long and 4' wide at it's widest poing.

I'd like to have a 4-5" wide cement border on the front and the back(against fence), to keep the burmuda out. Now my biggest question is.....how do we go about getting rid of the burmuda grass? Do we spray it to kill it and then til it? (Adding good soil and compost?) Of course I would like to have the easiest way out, but really what I want is the best way in the long run. I'd say my biggest question and problem will be getting rid of the burmuda. (I think) And another ? is.....when is the best time to tackle this project?

This garden will get FULL sun and I'm pretty certain of all the plants I'd like to put in. I love tropical, so if anyone has more suggestions that is welcome also. Here is a pic.....the fenceline runs east and west....with the fence being on the north side of the garden.
