Preparing bulb beds for winter

Looking for advice on how to prepare this bed for winter. Established bulbs and new planted. Do I water in well before freeze-up. Will extra mulch help? Don't want to mess this vision of grandure up!! Thanks drought Zone 3b

drought, howdy, I am only in zone 5, but here, I dont' need to extra water anything, but I do add extra mulch come winter. with your zone being 3 (are they hardy to your zone?) if not you would have to dig, I won't be much help because I dont' know what kind of bulbs they are. Hopefully someone in your zone will come along and offer some extra advice. Good luck with them :)
