Close call for Stormy last night

Belleville, IL(Zone 6b)

I had to take her out in the front yard on a leash to do her business since she is not supposed to rough house. I asked my husband to come along, but he was a little slow getting out.
In the meantime the neighbors dog came over (Again) and started to growl and go after Stormy. Being the little boss she is, she would not back down. It was dark already. I was stuck between two dogs who wanted to do business with each other! I hate that, it is so scarey and I do not know the other dog very well. He may have bitten me. I yelled for my husband who came out and I could pull Stormy away. I had my husband go over the neighbors but it was dark and I guess they did not want to open their door.
I did not know what to do cause the dog would not leave. I went into the garage and got a slip on leash the Vet gives you when your dog leaves the office from a treatment and slipped it over the dogs head. It was too late to call animal control and I really did not want to do that. So finally the guy comes around to his back door and turns the light on.
When he came out I walked over with his dog and told him what was going on. He apologized and took his dog that I lifted over the fence to him.
It really makes me mad when I cannot use my yard because he cannot keep his animals inside the fence. He does not try very hard either.
I do not know what I would have done if there was a fight and Stormy got hurt. I would be very upset for sure as I know they do not have the money she would need to have any wounds tended to by a Vet.
He has a timebomb waiting to go off and if anyone walks a dog past his place I think he may have some lawsuits on his hand. His dog is young but it is aggressive to other dogs. I think he got the hint last night that it is not a good idea to let your dog run loose. I think he has been letting his dog out loose at night cause he is too lazy to put him back in the yard and fix the escape routes.
We called a fence company and are going to see what it would cost to fence in part of the front yard. It is a shame some people have to pay money just so they can enjoy their own property safely.
