When to move spring bloomers

I have a bed overplanted with spring bulbs....I moved, put them in the ground, and they didn't do anything, but it is my fault on that one. Question is, when can I safely move them and put them where they belong? There is not foliage still green, except on the Scilla. Need your guidance, I have about 120 bulbs in that bed, including my crow fritillaria.

I have dug and moved bulbs before once the folage has all died down with no problem.
