If these are little black seed will they grow into the flower next spring? How do I plant them? And do I plant them now or fall?

Those are bulbils, they will drop off and root if you don't take them off. They probably won't flower for a couple of years or so as they need to build up size. If they are loose, take them off and plant them in a pot, they will send up a shoot later. If they aren't loose, I'd wait until the flower has finished properly before trying to remove them
