My 4 year old Josephine clematis grows a little more each year, then becomes extremely brittle and quits growing. It has never flowered. It is now only about 3 feet tall, and appears to stopped already. Anyone know what the problem might be? It gets lots of sun on my west side and the roots are shaded...
