Osteole, delphiniums are pereniel though some various delphs are short lived. Heavy mulching does indeed keep various things from sprouting but it keeps the weeds from sprouting too. So you just have to decide mulch or not mulch. I don't mulch but I have weeds.

No, in fact after blooming if you cut off the spent blooms, they will rebloom; at least here anyway they will. Larkspur are an annual form of delphinium that need reseeding every year.

Thank you all for your positive comments. I have to admit that I don't think I still have this. For the 40 years I have worked as a tax preparer, so tending to things in the early spring has been very sparingly done. I am now retired and hope to get an earlier start on things. This year my yard has become virtually weed free, as I have spend several days hand weeding. I find it very relaxing and rewarding to "play in the dirt", as I tell my wife. The neighbor had a California privet that has left millions of seeds. Those together with the Ivy that has seeded and run from the same neighbor are my biggest enemies - but I will prevail!
I don't live too far from Larkspur, so I guess I should get some more of it's namesake plant.
